Ownership of land in Finland is based on private ownership. Land is divided into defined areas one of the most important being real estate. Real estate is defined with its borders and they are entered into the land registry.
An estate is formed by a land division proceeding that defines the area and the possible rights and obligations attached to the estate in relation to other estates. There are regulations on how to form a real estate in the Real Estate Formation Act. The most important factors in the real estate trade are estates and plots.
It is essential to know what can be done with an estate when it comes to benefiting from it. One of the important rights is what can be built on the estate. This is regulated in the Land Use and Building Decree. The building rights relating to plots and estates are specifically defined in accordance with the building rights that are attached to each individual plot or estate. However, even if the estate has building rights attached to it, this alone does not make the building possible. Building requires a building permit.
